Time and TOT to determine true shape of budget |

While, as Mayor Pro Tem Wendy Sugimura asserted in February, the country may be talking itself into a recession, it remains to be seen whether the Town of Mammoth Lakes may be talking itself out of a budget crisis by banking on numbers that have yet to appear. Like sands through the hourglass, these are the TOT trendlines of our lives. Town of Mammoth Lakes' Financial Director Brad Koehn could have used this line at last week's Town Council workshop as he made his case on how the Town forecasts its budget. Since 63 percent of the General Fund budget comes from Transient Occupancy Tax, the finance department relies heavily on the TOT trendline it has developed over the past decade. According to Koehn, this TOT trendline is predictable even in bad times, or low-snow years, because there is a bottom trendline below which the tax never falls. "The past is the best guide that we have, therefore the importance of the trendline based on 10 years of experience," Koehn said. "Choosing any discount such as 95 percent of that trendline then is what should help make the forecasts more feasible." The discount is supposed to take into account Mother Nature's variable moods and keep the budget conservative enough to sustain the Town even when the snow doesn't arrive, such as in 2006/07. The trouble with TOT is the lag time for collecting it. For example, the January TOT was just tallied because revenue figures were not due until the end of February.
Town Manager Rob Clark keeps stating that January through March are the Town's strongest TOT months, which means the community won't know if the Town has pulled itself back into the black by its TOT bootstraps until May According to Koehn's presentation, the January numbers do look good. The actual dollars collected are $100,000 more than what was predicted when the budget was made. If these types of numbers continue, some of the budget pressure will be relieved, but it won't put a roof on the ice rink, build a police facility or a parking structure at the Village. These are all items that were relying on the Developer Impact Fees from the 1 Hotel, Eagle Lodge and the Ritz-Carlton/Hillside project. At this time it appears as though the Ritz-Carlton Residences may be the only project to break ground this year, but that all depends on whether or not presales of their units go well. Steve Black of the Hillside project stated last week that a sales meeting would be taking place in different areas of Southern California this week. Those meetings will determine whether the Ritz-Carlton Residences will pull a grading permit this spring. The Council approved a Community Facilities District and tightening up of the Public Arts Commission Fee Ordinance. Council decided to hold a Capital Improvement Plan workshop on the morning of March 29. The workshop is expected to begin at 9 a.m.. The next regular Town Council meeting is scheduled for Wednesday, March 19, at 6 p.m. in Suite Z (above Minaret Cinemas).
